Summary

Subproject 26 of MKULTRA funded research for a six month period beginning 18 February 1954. The surviving paperwork is mostly financial. It includes a budget ledger, a funding memo, an invoice, certifications, and receipts for payment. The total cost was not to exceed $4,781.92, and that full sum was obligated. Charges were made against Allotment A-2502-10-001.

A memorandum for the record (drafted 16 February 1954) explains the purpose. Subproject 9 had been enlarged to add research work by a TSS/CD staff member who had recently transferred. Subproject 26 was set up to provide funds for that work for the six months starting 18 February 1954, based on a proposal from the Chief Investigator of Subproject 9. The named person and institution are redacted.

An invoice dated 4 March 1954 was the final bill for the subproject, for $4,781.92. It was paid with two cashier's checks, one for $183.92 and one for $4,598.00. After payment, the files on the subproject were to be closed.

A 28 July 1955 addendum ties Subprojects 9, 26, and 28 together as one research program financed under MKULTRA, covering 9 June 1953 through 30 June 1955. Sidney Gottlieb signed several documents as Chief of the TSS Chemical Division. This is what the surviving file shows.
