Summary

MKULTRA Subproject 25 was run directly out of the CIA Technical Services Staff Chemical Division (TSS/CD) and dates to 1954 and 1955. The surviving file is financial and administrative. Sidney Gottlieb, Chief of TSS/CD, signs several of the documents.

A 26 February 1954 memo to the Chief, Finance Division covers Invoice No. 1 for Subproject 25 under Allotment 4-2502-10. It asks for two cashier's checks, one for $200.00 and one for $8.00, plus cash of $54.80, to be sent to the Chief, TSS/CD by 3 March 1954. Receipt acknowledgments dated 3 March 1954 confirm a cashier's check of $8.00 and another of $200.00 were received. A separate invoice lists $262.80 for expenses in connection with Subproject 25, with the detailed breakdown said to be on file in TSS/CD.

The file also holds a draft memo dated 11 February 1955 extending Subproject 25 for one year because funds remained after expiration. A 22 July 1955 memo is an addendum to Subprojects 5, 25, 29, and 49. It sets out administrative responsibilities between the contractor and sponsor, references a research program financed under MKULTRA covering 1 September 1953 through 30 June 1954, and provides for a special bank account, a Declaration of Trust, and rules on travel expenses and equipment title. Names of the principal investigator and the university are redacted.
