Summary

Subproject 7 of Project MKULTRA was a large research program whose principal investigator, a medical doctor, has his name redacted throughout. The surviving file is mostly money records from 1953 and 1954. The biggest single payment shown is Invoice No. 2, paid in late 1953 as two cashier's checks of $56,768.22 and $1,123.78, for a combined $57,892.00. Sidney Gottlieb, Chief of the Chemical Division, TSS, requested the payment in a 27 November 1953 memo to the Finance Division, and his office acknowledged receipt of Check #M136198 and Check #M136197 on 2 December 1953.

Two year-end accountings detail how the money was spent. A November 16, 1954 letter from a certified public accountant reports on a special account for the fiscal year July 4, 1953 to July 3, 1954. The summary statement shows a starting cash balance of $5,298.29, total cash receipts of $85,150.00 from four equal payments of $21,287.50, and total disbursements of $86,577.97, leaving $3,870.32 on hand. Disbursements included transfers of funds and fund expenses such as salaries, consultation fees, supplies, meals and transportation for subjects, telephone, and laboratory office rental.

A separate Statement of Account dated December 28, 1954 covers Fund 81-151, with total receipts of $50,250.00 and total salaries and expenditures of $49,542.80, leaving a balance of $707.20. It lists many redacted salaried staff, their employment periods, social security and compensation taxes, plus furniture, supplies, travel, and overhead. A final page lists equipment bought from the special account in 1953 and 1954, including an electric typewriter (serial 11-172986), a camera, file cabinets, and lab furniture. This is what the surviving paperwork shows.
