MKUltra Subproject 10

Subproject 10 was funded under Project MKULTRA. The surviving file is almost entirely a set of yearly financial statements from a funded institution whose name is redacted. The records cover September 1, 1952 to January 22, 1957. Several copies of the same statements appear in the file, some stamped COPY.

Each year lists total receipts and how the money was spent. Year one (9/1/52 to 8/31/53) received $40,040.00. Year two (9/1/53 to 8/31/54) received $39,500.00. Year three (9/1/54 to 8/31/55) received $41,100.00. The next period (9/1/55 to 9/14/56) received $26,500.00, and the final stub period (9/15/56 to 1/22/57) received $1,375.00. Spending each year was mostly salaries, with smaller amounts for equipment and office supplies and for miscellaneous costs like travel, meals, and postage. Unspent money was returned, and at the end $623.75 was transferred elsewhere.

The summary page totals all funds received at $148,515.00. Of that, $114,153.15 went to salaries, $17,335.19 to equipment and office supplies, $2,478.25 to other costs, $13,924.66 was returned as unexpended balances, and $623.75 was transferred. Sidney Gottlieb, Chief of the TSS Chemical Division, signed that he had examined and approved the expenditures, dated 1 May 1957. The file also holds an allotment ledger (G-3502-10-001, Allotment No. 370) tracking obligations and a ledger sheet of invoices and authorizations.
