Summary

Subproject 28 of MKULTRA was part of a larger research program, and its surviving file is mostly billing paperwork. A 28 July 1955 addendum links Subprojects 9, 26, and 28 as one research program financed under MKULTRA, covering 9 June 1953 through 30 June 1955. The records here are the second round of invoices for the work, dated in 1954.

A memo dated 4 August 1954 to the Chief of the Finance Division says Invoice No. 2 was the final invoice under Subproject 28. It states that the two invoices for the subproject add up to $24,996.80 and represent the total expenditure. It asked that payment be made by two cashier's checks for $16,023.34 and $640.94, sent by 13 August 1954, and that the files be closed. The charge was against Allotment A-2502-10-001.

An invoice dated 4 August 1954 bills $16,663.86 for services. A corrected invoice dated 13 August 1954 lists $16,664.28. Receipts show cashier's checks numbered 186098 and 188102, and an earlier certificate dated 24 May 1954 records cashier's checks no. 129758 for $8,011.66 and no. 129759 for $320.46.

Sidney Gottlieb signed as Chief of the Chemical Division, TSS. The certifications cite the DD/P memorandum to the DCI dated 3 April 1953 and the DCI memorandum to the DD/A dated 13 April 1953. The names of the researcher and institution are redacted. This is what the surviving paperwork shows.
