Summary

Subproject 15 was a small add-on to MKULTRA Subproject 4. It paid for travel and supplies so a researcher could meet with the CIA's Technical Services Staff. The file runs from August 1953 and covers a period of six months. The total cost estimate was $700.00, split into $500.00 for travel and $200.00 for supplies.

A draft memorandum for the record, dated 3 August 1953, explains the purpose. It says Subproject 4 needed frequent consultations between the researcher and CD/TSS. The travel allowance would let that person come to Washington. Part of the money also covered operational supplies used to test or verify ideas. The memo was signed by Sidney Gottlieb, Chief of the Chemical Division, TSS.

The surviving paperwork also shows the money trail. A ledger lists periodic payments through June 1954. An invoice memo from 19 August 1953 requested payment of $37.51 in cash. A memorandum receipt dated 26 August 1953 shows Sidney Gottlieb personally acknowledged receiving that $37.51. The name of the traveling researcher is redacted, along with the cities involved in the trip.
