Summary

Subproject 13 of Project MKULTRA was approved in mid 1953 and ran toward 15 August 1954. The surviving paperwork sets up and pays out a small cash fund. The cost was not to exceed $1,000.00. A cost estimate splits the money into Travel $200, Services $300, Honoraria $200, Supplies and Equipment $200, and Miscellaneous and Contingencies $100.

A draft memorandum for the record dated 26 June 1953 states the purpose. The subproject supports certain CD/TSS activities carried out at Camp Detrick or in conjunction with another division. The funds were meant for cases where unusual security made it hard to get support from normal channels, and for buying certain material without drawing on other funds. The money could pay for services, travel, honoraria, and supplies. The allotment number is 3-3500-10-001.

Later documents move the cash. A memo of 3 July 1953 attaches Invoice No. 1 and asks that $250.00 in cash be paid to the Chief, CD/TSS. A memorandum receipt of 9 July 1953 shows Sidney Gottlieb acknowledging that $250.00. An office memorandum of 6 July 1953 records $200.00 received in cash and is marked to be filed under MKULTRA 13.

Sidney Gottlieb is named as Chief, Chemical Division, TSS, and signs several items. Other names are redacted. The file shows the funding mechanics, not the underlying research.
