Summary
Subproject 4 of Project MKULTRA is documented by a small set of CIA financial papers from 1953. The researcher's name is redacted on every page. The work was paid at a flat rate of $150.00 per week for services rendered. One surviving invoice (Invoice No. 7) covers the weeks of October 19th, October 26th, and November 2nd, 1953, for a total of $450.00.
The paperwork shows the standard MKULTRA payment chain. Sidney Gottlieb, Chief of the Chemical Division, TSS, sent a 17 November 1953 memo to the Chief of the Finance Division asking that a $450.00 check be cut to the redacted researcher. Certifications confirm the work was satisfactory and that the project was approved under the DD/P memorandum to DCI dated 3 April 1953. The Finance Division issued Check No. M136196 for $450.00, and Gottlieb's office acknowledged receipt on 2 December 1953.
An earlier receipt records a pre-project payment: $150.00 paid by Check No. 6175. A 11 May 1953 letter from the redacted researcher accepts the project, says it has been approved, notes the stipulations, and states he is resuming work. The file also includes a ledger sheet tracking obligations, expenditures, and balance for the subproject. This is what the surviving paperwork shows: routine billing and approval records for a weekly-fee researcher whose identity is hidden.
