Summary

MKUltra Subproject 142 conducted research funded by the CIA from 1961 to at least 1966. The surviving paperwork shows initial authorization of $7,500.00 dated May 25, 1961, with cost account 2125-1390-3902. A May 1961 memo to the Comptroller from the Finance Division approved the subproject and indicated a total of $7,500.00 for the overall MKUltra project overhead costs. An invoice dated June 4, 1961 showed $7,500.00 in obligations and $7,500.00 liquidated. By May 1962, a memorandum confirmed payment of $7,500.00 for the subproject, with a note that additional funds might be obligated. A December 1965 letter requested final accounting and findings from a researcher who had received $3,271.25 as of December 31, 1963. A follow-up letter dated 11 November 1966 from a researcher discussed receiving a grant of $7,500.00 for research that involved establishing knowledge of anatomy, techniques, and materials for a continuing study. A final report noted that morphological and behavioral studies were made, with competence built up especially in behavioral areas, and that an essentially complete set of techniques was perfected for continuing work.
