· 44 pages
Summary
MKUltra Subproject 108 was a research study initiated in February 1960 and continued through 1961. The project was led by a redacted contractor (Dr. [name redacted]) who received grants totaling $3,500.00 for the first year and $4,600.00 for the previous year. The surviving paperwork shows the project studied character assessment and behavior, with work continuing at the suggestion of colleagues. Administrative records indicate funding was tracked against cost center account 1125-1390-3902. A memorandum dated April 11, 1961 authorized an additional $3,500.00 to cover subproject expenses. Payment records from April 1961 show a cashier's check for $3,500.00 was issued and forwarded to the Chief of the TSD/Research Branch. The file notes that additional funds would likely be obligated, so files were kept open. The project status was listed as ongoing and believed to be on schedule.
