· 23 pages

Summary

MKUltra Subproject 135 was a research project funded by the CIA that ran from September 15, 1961 to October 1, 1962. The surviving financial and administrative records show that approximately $24,870.00 was allocated for the current year, with an additional $325,868.00 approved later (total obligations shown as $325,868.00 under Allotment 2125-1390-3902). The project aimed to provide investigations involving clinical testing of volunteers in a program. The project provided a medical facility and a team of medical supervisors as well as a large stable reservoir of volunteers. Status notes indicate the project was approved but had not been activated, with activity to begin by September 1, 1961. An invoice for $25,868.00 for services was submitted. Financial records tracked obligations incurred and liquidated through July and August 1961. A June 1961 memorandum approved funding and authorized obligation of funds to cover subproject expenses. A final accounting memo from June 1964 references completion of audits for the project period through January 1963, with various cost transfers between related subprojects (70, 21, 94, 135) noted.
