MKUltra Subproject 136 received approval for $8,579.00 in funding according to surviving financial records from 1961. A memorandum dated 23 August 1961 authorized the subproject under authority granted in a 13 April 1953 memorandum from the DCI to the DD/A. Funds were to be obligated from overall MKUltra project resources and charged to cost center 2125-1390-3902. An invoice dated 30 August 1961 shows payment of $8,579.00 by Treasurer's check No. 091730 for services rendered by an unnamed institution or researcher. The invoice certifies that services were being accomplished in accordance with mutual agreements and that detailed agendas of payments and receipts were on file in TSD/RB. A subsequent accounting statement from 20 January 1964 shows the subproject's expenses included staff salaries, assistants, medical and travel costs, equipment, alterations, books, and miscellaneous items totaling $8,579. The surviving paperwork indicates this was treated as a final invoice, though additional funds were anticipated to be obligated.
