Summary
MKUltra Subproject 67 was a CIA research project approved in 1953 under a memorandum from the DCI to the DD/A. The subproject funded services provided by an institute to secure efficient means of exploiting a redacted topic. The surviving paperwork shows invoices totaling $2,250.00 for services rendered, with initial payments of $2,030.00 and $250.00. The institute agreed to make available library searches, consultations, assessment and evaluation of data, translation and transcription services. The project was not to exceed $2,000.00 for one year. Services were charged against Allotment 7-2502-10-001. Payment was to be made by cashier's check to a redacted payee. Documents show administrative communications between TSS/Chemical Division and Finance Division dated January 1957 regarding invoice processing and fund obligation.
