MKUltra Subproject 138

MKUltra Subproject 138 was a research project funded by the CIA from September 1961 to September 1962 with a cost of $17,500.00. The surviving paperwork shows administrative and financial records including invoices, account ledgers, and project documentation. Invoice 2, dated in the project period, was for equipment purchase related to the subproject's research activities. A certification from August 1964 states that equipment purchased under Invoice 2 was delivered and used in research authorized by Subproject 138, with all funds accounted for. The project involved biophysical measurements research, specifically investigating materials for application to human skin, with focus on fibers and their properties. The research was internally generated within the Technical Services Division (TSD). Names of researchers, contractors, and some project details are redacted in the surviving documents.
