Summary
Subproject 14 of Project MKULTRA paid for one person's salary and expenses on special assignment for the CIA. The surviving file is the closeout paperwork from 1954. The original obligation was $3,500.00, set up under a memorandum of 5 August 1953. A later memo adds $833.40 to bring the total appropriation to $4,333.40, and asks that the file be closed.
The overage of $833.40 is explained in a draft memorandum for the record dated 11 May 1954. The original request was for $3,500.00. An overage of $833.40 was incurred because the worker stayed on full time for an additional month and a half. This reimbursement would completely terminate the arrangement.
An office memorandum dated 30 April 1954, addressed to Dr. S. Gottlieb at the Central Intelligence Agency, breaks down the amount due. It lists a balance per a statement dated 4 January 1954 of $253.86, December 1953 salary for 12 days of $403.44, and travel expenses of $176.10, for a total due of $833.40. An attached invoice covers services rendered from 15 November 1953 through 15 January 1954.
Receipts confirm the payout. A note of 25 May 1954 records receiving from Dr. S. Gottlieb the sum of $833.40, which pays in full and closes an account. A memorandum receipt and the ledger record the same final cash payment. The allotment number is A-2502-10-001. The researcher's name and affiliation are redacted.
