Summary
Subproject 5 of Project MKULTRA funded personality research at a university psychology department. The principal investigator's name and the university name are redacted throughout. A 22 July 1955 memo for the record ties Subproject 5 together with Subprojects 25, 29, and 49 as parts of the same researcher's program, financed under MKULTRA, covering 1 September 1953 through 30 June 1956.
The administrative addendum sets out who controlled the money and equipment. The investigator agreed to submit annual informal accountings and to return unexpended funds. He set up a special bank account with a signed Declaration of Trust held in TSS/CD. Equipment bought with university grant funds stayed with the university; equipment bought with the investigator's personal grant funds stayed with the Agency, with annual inventories sent to TSS/CD. The addendum is signed by Sidney Gottlieb, Chief, TSS/Chemical Division.
Financial papers show the dollars. A consolidated report dated 25 April 1956 covers funds for personality research under the university psychology department. A statement for September 1, 1952 to June 30, 1954 lists funds received of $6,645.70 and later $5,566.32, with expenditures broken into salaries, supplies, equipment, and indirect costs, leaving an unexpended balance of $5,779.01 on June 30, 1954. A 9 December 1953 memo from Gottlieb requests payment of Invoice No. 2 totaling $8,069.10, paid as two cashier's checks of $7,910.88 and $158.22 to a redacted woman. A May 18, 1954 letter from the investigator discusses budget timing and a quarterly check of about $2,930. This is what the surviving paperwork shows.
