Summary
These surviving records cover Subproject 29 of Project MKULTRA, a research program financed under MKULTRA from 1 September 1953 through 30 June 1956. The file is mostly accounting paperwork. It includes a running ledger, advances, invoices, receipts, a declaration of trust, and final closeout memos. The name of the researcher and the institution are blacked out, so the paperwork shows the money flow but not who received it.
The records list cashier's checks and cash advances. One December 1954 receipt covers two checks, one for $50.00 and one for $1,250.00, sent for an advance on the subproject. A separate December 1954 letter signed by Sidney Gottlieb mentions handing a researcher $200.00 in cash during a visit and asks the person to sign a missing receipt. The letter also notes money being sent for the salary of an additional assistant.
The closeout papers are dated late 1954 and 1955. A 1 December 1954 memo to the Chief, Fiscal Division calls Invoice No. 3 the final invoice for the project, says the three invoices total $18,688.80, and asks that the file be closed. A 1955 certification confirms the work was satisfactory and that the project was approved under earlier 1953 Agency memos.
Later paperwork shows money flowing back. A receipt dated 6/14/56 records the return to the Agency of $3,628.76 in surplus funds under contract RD-37. A declaration of trust binds the account holder to use all funds only for official Agency business. Sidney Gottlieb, Chief of TSS/Chemical Division, signs much of the file.
