Summary

Subproject 16 was a direct continuation of Subproject 3. Its memo for the record is dated in October. It was set up to keep paying for facilities that Subproject 3 had already built and run. These facilities were used for the realistic testing of certain research and development items of interest to two CIA units, CD/TSS and APD/TSS.

The reason for the new subproject was money. Subproject 3 was only meant to maintain the facilities for one year. But the costs of changes, equipment, and first supplies had been guessed too low. So Subproject 16 was created to cover the continued upkeep.

The estimated cost was $7,740 for one year. The papers note that the work would be carried out by a person whose name is blacked out, with support from CD/TSS and APD/TSS. The hearing record does not give details about what the items being tested actually were.
