Summary
Subproject 2 began with a memo dated May 1, 1953. Its stated goal was to provide a secure and efficient way to use a certain person's help for the MKULTRA program. That person's name is blacked out in the hearing.
The documents describe him as a practicing psychiatrist and a faculty member. His past jobs included chief neuropsychiatrist and chief of a psychiatric section. He had served in the OSS during World War II. He acted as an overall advisor and consultant. He helped the CIA contact other people in his field, helped set up projects, and did some research himself.
Under Subproject 2 he would do four things. He would carry out odd research and testing in the general MKULTRA field. He would serve as a contact and a cut-out, meaning a go-between, for projects. He would watch over selected projects in his area. And he would work as a general advisor. The total cost was not to be more than $4,650 for one year. The papers note that he held a Top Secret clearance.
