Summary

MKUltra Subproject 139 funded a research project from 1964 through June 1965. A memo dated March 28, 1965 requests a grant to continue research. The total annual budget was $11,949. Costs included salaries of $1,800, fringe benefits of $6,624, equipment and supplies of $1,000, and travel of $200. The grant was to employ a research associate at $6,624 per year, supplemented by departmental funds of $2,500 if needed. A research assistant or person with a Master's or Bachelor's degree capable of data entry was also planned. Financial statements for the period 1/1/64 through 6/30/65 show total income of $7,838 and identical expenditures, with zero unexpended balance. Expenditures included salaries of $3,220.14, wages of $1,704.03, other expenses of $1,119.50, equipment of $495, and overhead of $1,306.33. An August 5, 1965 letter mentions a grant for studying the occurrence of arboviruses in birds. A June 4, 1965 memo references MKUltra Subproject 139 Invoice 2 to be recorded in account 760. A certification dated January 1965 confirms receipt of accounting from the subproject for the period 1/1/64 through 6/30/65.
