Summary
MKUltra Subproject 110 was a research program that ran from June 15, 1960 to June 30, 1962, with a budget of $55,000.00 in the first year. According to surviving paperwork, the project funded research to develop exotic pathogens and delivery systems for biological agents. The research aimed to gather knowledge about the viability, virulence, and infectivity of disease-causing materials of interest to the CIA. The program also sought to maintain a culture collection related to these pathogens and establish a production capability. A continuing program, Subproject 110 was intended to reach operational status by 1962 with facility and personnel ready for immediate use. Later memoranda from 1963 and 1964 document additional funding approvals of $20,000.00 and $60,000.00, with expenses charged to cost center 4125-1390-3902. The surviving records show financial tracking and administrative approvals across multiple years.
