Summary

MKUltra Subproject 146 funded consulting services from a plant pathologist starting 1 August 1963 through 30 July 1964. The initial contract cost was $5,000.00, with an additional $2,500.00 approved on 9 April 1964, bringing the total to $7,500.00. The project aimed to procure services of a world-renowned plant pathologist to assist in developing a philosophy of limited anti-crop warfare. According to memos, the contractor had extensive background and worldwide contacts valuable to biological warfare and chemical warfare efforts. The work involved surveying species and crop susceptibilities on a worldwide basis during the first three quarters of the contract year, with findings compiled into a report. The surviving documents show routing, financial records, and administrative approvals across CIA divisions including TSD, DD/P, and C/TSD branches.
