Summary

MKUltra Subproject 99 was a research program that began in September 1959 and was ongoing as of the surviving records. The project received 9,600 dollars in current-year funding. Its stated purpose was to provide consultative, preparative, and analytical services in the field of biologically active substances. The surviving paperwork shows financial ledgers and administrative memos documenting payments and project status. One memo from August 1960 described the work as preparing single crystals of some key materials and examining crystal structures to provide data for theoretical evaluation of structure-activity relationships. A memo from September 1961 outlined project authorization and cost center assignments. Names of specific researchers and institutions were redacted in the surviving pages. The files indicate invoices, account ledgers, and obligations tracking expenses through at least September 1961.
