Summary

MKUltra Subproject 95 funded research on cross-cultural messaging systems from 1959 through at least 1964. The surviving paperwork shows financial and administrative records. Initial budget approval came on 23 July 1959 for one year at $56,500.00, with allotment number 0525-1009-4902. A second authorization followed covering four months with $12,000.00 allocated (allotment 1125-1390-3902). Additional obligations and invoices appear through 1962 and 1964. The project's stated purpose involved studying verbal communication channels between several different cultural groups in some critical geographical areas, with knowledge of hidden value and use in such systems of interest for propaganda and other purposes. Project status showed work on schedule in its final third year with data from six countries to be available. Total direct costs from January 1960 through April 1964 reached $161,683.04. The contractor and several names remain redacted in the surviving documents.
