Summary
Subproject 27's surviving file is an accounting record for a research fund, not a description of experiments. It covers fiscal years from July 1953 through July 1955. The papers were prepared by an outside accountant or CPA firm whose name is redacted. They show how a foundation's fund took in money and spent it.
Over a three year period the fund received total cash receipts of $26,170.00, paid in three installments. Expenditures were mostly salaries for several doctors, plus social security tax, compensation insurance, Blue Cross premiums, malpractice insurance, audit fees, consultation fees, and lab supplies. One piece of permanent equipment, an electric counter, was bought. The cash balance on 3 July 1955 was $10,544.56.
A short invoice in the file bills $262.80 for expenses, with a note that the detailed breakdown and receipts are on file in TSS/CD. The invoice text reads "in connection with MKULTRA Subproject 25," while the ledger and cover sheets are headed Subproject 27.
A cover letter dated 13 January 1956 forwards the audit for the fiscal year ended 3 July 1955. It says the cash balance of $10,544.56 less $2,723.98 represents the surplus of the overall fund, provided a settlement goes through as anticipated, and thanks the recipient for the support of the Foundation. Names of the institution, the doctors, and the signer are redacted. This is what the surviving paperwork shows.
