Summary
MKUltra Subproject 39 funded research from at least 1958 to 1961. The surviving paperwork shows financial records and memos related to a research project involving interviews and data collection. A ledger from the first page lists obligations and expenditures totaling around 3 million dollars across multiple entries dated in 1963 and 1964. A June 1961 memo requests payment of 43,620.00 dollars for Invoice No. 9 to cover subproject expenses. An April 1958 memo discusses closing out the project and notes that of 30 cases called for in the original design, only 4 had been completed, with 8 more in progress. The memo mentions difficulties with data collection and suggests limiting the final design to cases already underway. A November 1959 letter addresses equipment purchased under the grant, including a safe and tape recorders, specifying they should remain at the research institution. Another November 1959 memo discusses the location of a safe and tape recorders used in the research. The papers show administrative management of grant funds and equipment oversight.
