Summary
MKUltra Subproject 66 was a research program on alcohol intoxication funded by the CIA from at least 1958 to 1960. The surviving paperwork shows final invoice and administrative records for services totaling $2,600.87, with charges to Allotment 1525-1009-1902. The project involved double-blind experimental studies of drug effects using alcohol placebos and chemical extenders, comparison of alcohol effects on small subject samples during naturally induced stress, and observation of behavioral changes in social settings. A redacted institution or researcher received the funding. The program was conducted under the Technical Security Service and continued for one year starting September 1958. The work was cleared at TOP SECRET classification level, and the principal investigator was aware of the project's true classified nature.
