MKUltra Subproject 104 received grants totaling $9,500.00 awarded in February and March 1960 to a university (name redacted). The surviving paperwork shows financial records and administrative memos from February through August 1961. Expenditures included salaries of $7,317.15, supplies and expenses of $1,538.36, travel of $315.68, and overhead of $1,425.00, totaling $9,496.19 in spending with a small unexpended balance of $3.81. A February 1961 memorandum authorized an additional $3,640.00 under the same cost center number 1125-1390-3902. Two invoices in March 1961 requested payment of $140.00 and $3,500.00 to be transmitted through TSD (Technical Services Division) Budget Officer to the Research Branch. The file notes this was a final invoice and that additional funds would be obligated for the project, with files to remain open.
