Summary

Project MKULTRA Subproject 81 left behind a thin financial trail about a single $5,000 payment and an audit problem. A receipt shows Treasurer's Check No. 73902 for $5,000.00, dated 30 September 1958, acknowledged on 10 September 1958. A cover letter dated 16 October 1958 encloses a $5,000.00 check made payable to a redacted party as payment for redacted work. The signer is identified only as an Assistant Treasurer.

The paperwork then turns into an audit matter. A Memorandum for the Record dated 27 January 1960, titled Action on MKULTRA Audit Exceptions, says the $5,000.00 sent on 16 October 1958 was accounted for in an overall accounting tied to Project 61. It states the remaining $1,977.52 still needed to be accounted for and that CD had asked for a full accounting. A handwritten note says a 2 November 1959 accounting was final and that the $1,977.52 would be applied to a new project.

A certification page asks that amounts shown on Invoice No. 1 of Subproject 124 be credited back to several subprojects, listing project 39 at $1,356.26, project 81 at $1,977.52, project 65 at $50.00, and project 88 at $1,690.00, with allotment numbers for each. Earlier 1958 memos and an invoice obligate $5,000.00 to Subproject 81 under allotment 9-2502-55-902. Names are blacked out. The signature blocks show only the Chief of TSS/Chemical Division, the Chief of TSD/Research Branch, and a Research Director. This is what the surviving paperwork shows.
