Summary
Subproject 149 was set up to support the realistic testing of certain development items and delivery systems. These were of interest to a CIA biological unit, listed as TSD/BB. The memo explains why such a project was needed. Some tests do not fit in an ordinary laboratory. At the same time, they cannot easily be done as full operational field tests. Subproject 149 was meant to fill that middle space.
The work was run by one man, whose name is blacked out. He was in the import and export business. He held a Top Secret Treasury Department clearance and a Secret agency approval, and the memo says he was "completely witting" of the goals of his work. The record says he had unique facilities and abilities, plus strong connections with all of the local law enforcement agencies.
The memo notes that this man was no longer a resident of the area, so a suitable replacement was needed to keep the capability going. The estimated cost was $10,000 for one year. The hearing record does not spell out exactly what items or delivery systems were tested under this subproject.
