MKUltra Subproject 38 was a CIA project that operated in 1954-1955. The surviving paperwork shows financial records and administrative memos. The files include ledger entries, payment authorizations, and routing slips, many with redacted names and details. One memo from March 9, 1955 references Case 16847 and a special trip report. Another from December 2, 1955 shows Invoice No. 1 for Subproject 38 of Project MKUltra with an allotment number 5-2502-10-001, requesting payment of $1,000.00 by cashier's check. The document notes that total expenditure for the subproject reached $1,000.00 and requests the project files be closed.
