Summary
On June 24, 1953, at 4 a.m., a witness in Annapolis, Maryland woke and looked out a window. The witness saw a great big white bell in the sky and thought it was a plane at first. As the witness watched, the object appeared stationary, then moved side to side and back and forth like a pendulum. The object had the illusion of leaving a trail of vapor or smoke. It hovered upward for about an hour until it was out of sight. At 3:45 p.m. on June 24, 1953, other witnesses including a civilian and an enlisted Coast Guard man observed a white light starting slightly above the horizon in a northeast direction, then climbing slowly in the sky. Its maximum angle above the horizontal was 75 to 80 degrees. The object did not appear constant and was rather slow, faster than one would expect from a balloon. Surface wind was 12 to 13 miles per hour. The observer personally felt that what he saw was a balloon. The Air Force evaluation was balloon.
