Summary
Project MKULTRA Subproject 82 funded research carried out by an outside organization, almost certainly a foreign institute, through a private foundation that acted as a funding cutout. The surviving file is mostly financial accounting for the grant. A memorandum dated 15 September 1960 says the original grant to the project from the Sponsor was $15,000.00. The grant to the project directly was $13,611.23. Money was forwarded in stages: $26,000 on 25 April 1958 in one currency, and the balance held in a foreign bank account for later use in publishing the report.
The accounting pages list the research activities by line item. They include study of literature, construction of a test battery and questionnaire, pretest, definite interview, contactory of refugees, field study and translation of the data, team discussion, report, meetings of research staff, publication, travelling and living expenses, and unforeseen expenses. A financial accounting as of 29 February 1960 totals $12,406.26 in U.S. dollars, converted from a foreign currency at a stated rate. A later note records total expenditures of $11,459.45 with a balance of $2,151.78 to be used for the final report.
Letters between the foundation and the researcher track the grant. They mention forwarding sums to a foreign account, directing a bank to send a final payment, and thanks for the financial accounting with a request for the final report. The signers are identified only by titles such as Chief of TSS/Chemical Division, Executive Secretary, Treasurer, and Assistant Treasurer. The researcher is addressed only as Dr. with the name blacked out. This is what the surviving paperwork shows.
