On July 31, 1960, a witness at Kinney Lakes near Arnold, California reported seeing an unidentified flying object. The observer and two children were at a picnic area when an object shaped like a top emerged from over a mountain crest around 10:30 a.m. The object made a sound as it passed overhead, though the witness described it as having no roar or whistle. When the object reached the far end of the lake, the sound stopped. The witness expected the object to clear the ridge of the next mountain, but it disappeared into a thick stand of timber instead. As the object traveled westward over the mountains and toward Blue Lakes, the witness noted its metallic color. The observer saw no flying saucer features, nose cone, missile shape, or satellite characteristics and offered the opinion that it was manned.

The Air Force Technical Intelligence Center initially requested that a questionnaire be sent to the witness to gather more detailed information. In their evaluation, however, the Air Force concluded the sighting was probably a balloon. The case file notes that the original report contained insufficient information for a full analysis.

This case was marked unidentified by the U.S. Air Force and remains one of 14 pages held by the National Archives as Project Blue Book case file microfilm T1206, Roll 39.
