Summary
On July 11, 1957, around dawn into day, a civilian county civil defense director in Elmira, New York reported a sighting. The observation lasted about one hour and thirty minutes and was made with the naked eye and binoculars. The sky was clear.
The witness saw one circular object about the size of a pea held at arm's length. It was white. At first it appeared motionless, then it moved very slowly north and then east. The object was not watched continually.
The report notes winds were to the east and southeast. The Air Force record (Project 10073, its official file for unidentified flying object reports) lists the case as a balloon, stating the description and flight conform to balloon analysis.
