Summary

I have carefully reviewed all 21 pages of the scanned case file. Unfortunately, the OCR quality on most of the pages is severely degraded. Pages 3, 5, 6, 9, and 10 are almost entirely illegible garbled text. The remaining pages include news clippings about international UFO reports, letters about a 1960 inquiry into an alleged 1954 incident over New York, and unrelated material about a meteorite recovery in Alabama.

The only substantive document directly tied to Charleston, South Carolina in November 1954 is the Project Blue Book Record Card on page 1, which indicates a sighting consisting of a "blue flash, smoke or cloud" that was identified as a meteor.

Given the severely corrupted OCR and the absence of meaningful case narrative in the remaining legible sections, I cannot produce an accurate summary.
