Summary

On July 13, 1955, near Stewart Air Force Base, New York, a witness reported one object. The sighting was seen from the ground.

The object was circular and white and looked alternately flattened on its sides, and appeared to have a tail. It moved south, north, and west, and at times traced a circular path. It seemed to oscillate and drift.

The Air Force card lists the conclusion as probably balloon. The comments note that winds shifted among several directions at the time, which, with the object's movements, supports a balloon. A preliminary report said the object was a weather balloon, and the headquarters concluded it was a rawinsonde balloon.
