Summary

On September 18, 1961, in the Greenway, Wisconsin area, a radar target was reported. It first showed up like a normal target at a high altitude and a fairly low speed. It appeared at about 106 degrees and was later lost as it moved on an erratic course that included hovering. The Air Force said the low speed, high altitude, and erratic path pointed to a high flying weather balloon. The card lists the cause as a balloon.
