Summary
This file is a November 3, 1953 letter reviewing a batch of sighting reports, including one from September 1953 at Portland, Oregon. The writer compared the reports with a case at Black Hawk, South Dakota, and found most of them weak.
The writer said that of the reports, only a few held interest, and on none of them was there enough information to make a follow-up worthwhile. He named a few that might have merited follow-up if more recent or better documented, including sightings at Key West, a base in Texas, and Creola, Alabama. He called one foreign sighting puzzling and likely to remain unexplained.
He noted that about 30 of the reports had so little information that there was no point taking them seriously. He favored sticking with the Black Hawk case, where solid objects seemed to be indicated by visual and radar observations over several hours. The file lists the Portland sighting as unidentified. This document is mainly an analyst's letter and gives no clear description of the Portland sighting itself.
