Summary
I cannot write a reliable summary of this case. The OCR quality is too degraded throughout most of the document to extract accurate details with confidence.
What is legible on the cover sheet (page 2) indicates the incident occurred in April 1952 in Tecumseh, Michigan, and involved radar observation of an object tracked at high speed and altitude. However, the observer questionnaire and supporting documentation on pages 4 through 17 are so heavily garbled by OCR errors that I cannot safely quote or summarize the witness accounts, technical findings, or investigative details without risking factual inaccuracy.
The Air Force's evaluation appears to have been "Probably Balloon," but I cannot trace that conclusion through the reasoning in the file itself given the OCR corruption.
