Summary
On July 23, 1956, near Alpena, Michigan, a civilian reported one object at about 4:00 p.m. local time. It was a ground visual sighting. The object was in view for about 7 minutes.
The object was round and looked like a large tub with holes around the edge. Its color was grey. It was flying in circles, in and out of the clouds. The witness, a woman, was seated in a car at the time, about 9 miles southwest of Alpena.
The sky was cloudy with a 2,800 foot overcast. The intelligence officer said the observer sounded rational. He noted it could possibly have been a weather balloon, since balloons had been sighted in the area several times. The Air Force concluded on its Project 10073 record card, the official record for unidentified flying object reports, that the sighting was possibly caused by a balloon.
