probkibits covert financial assistance or support, direct or indiract, 1
: to any U.S. educational or private voluatary oxganization. Any
relationship or operation the Agency has with an American organi~
R zation must be and is within these guidelines.

qualified CIA personnel, technical advice, ox loans of CIA equip-
. . ment hava been mada available to other U.S. agencies at their
reguast to assist them to carry out their responaibilitizs. An R
example is the skymaxrshal program, in which some CIA personnel
were temporarily detailed to the FAA in order .to assist ina rapid
initiation of that program, Such personnel and equipment are under
the operational contol of the receiving agency. Assistance of thia
nature in no way constifntes an assumption of responsibility or
i authority by CIA for the program.
. . h, Counterintelligonce and Drugs. To carry out its respomsi-
bilities fox comnterintelligence, CIA is interested in the activities
. of foreign nations or intelligence services aimed at the U.S, To
tha extent that these achivities lie outside the U.S., including activ-
: itiag aimed at tha U.S. utilizing U.S. citizens ox others, they fall
i : within CIA's responsibilities. Responsibility for coveraga of the -
. N activities within the U.S. lies with the FBI; as an internal security
function. CIA's responsibility and authority are limited to tha foreign
. intelligence aspect of the problam, and aay action of a law enforce~
ment or internal security nature lies with the FBI ox local police :
