On September 1, 2023, a U.S. government employee working at a restricted test site observed an unidentified object near a gate entrance during early morning operations. The witness, identified in the report as a contractor with fifteen years of experience at the facility, was driving the lead vehicle of a three-vehicle convoy arriving for a scheduled test operation. Between 7:15 and 7:30 a.m., the gate controlling access to the restricted area malfunctioned on three consecutive remote activation attempts before opening on the fourth try. No operational problems with the gate had been documented before or after this date.

Immediately after passing through the gate, the witness observed a cigar-shaped object approximately 500 to 3,000 feet above the nearest tree line, roughly one mile southwest of her position. The object was described as metallic bronze in color, measuring approximately two to three Blackhawk helicopter lengths in overall dimension with a width of roughly one and a half Blackhawks. The witness noted that an extremely bright diamond-white light, ringed in appearance and positioned on the object's eastern end, may have obscured part of the object's body. The light was oriented southeastward and reportedly as intense as direct sunlight. The object was nearly stationary, moving slowly from east to west, and made no audible sound.

The witness initially assumed the object was related to restricted military testing operations, which she had authorized that morning. Upon closer observation, she determined it was neither an aircraft nor a drone. She advanced her vehicle while observing the object with a colleague present. After five to ten seconds of observation, the object disappeared from view. The sky conditions were clear with no clouds or contrails noted. Neither the witness nor her colleagues detected any electromagnetic interference with vehicle systems during the sighting.

A second witness, a passenger in another vehicle in the convoy, independently reported viewing the same object after arriving at the test site. No photographic or video documentation was obtained by any of the three vehicles present. The witness stated she would not have reported the sighting had she been alone and subsequently experienced ridicule from coworkers regarding her account.
